Some village representatives say the sitting leadership of the AVCP has high-jacked authority from the tribes that created it.

The meeting is not sanctioned by organization leaders, who say the campaign is the work of a small group of delegates. Activists say the sitting leadership also has failed to answer specific questions about the organization’s finances.

AVCP officials say many of the people laid off have been rehired and the organization is implementing a quality improvement plan.
